FastDl upgraded

FastDL is working again.

Title says most of it. The FastDL hit it's 9 Gb monthly limit by the 10th. Whew! We have been busy! I have increased the limit to 20Gbs - Unless we are just always adding new large maps every month this should do us well. I'm still asking everyone to seperately DL cs_atp_remixed_16x16 and de_Wanda since they will eat up any limits pretty fast. Any future huge maps will be subject to this too so we'll let visitors get the big maps through the FastDL when we play - if we keep them!

This upgrade raised the cost of our FastDl from 4.99 to 7.99.

I have signed up for the FastDL Gameservers offers. It should be up and running fine for the most part, I saw that some of the original problems I've had with DL have come back. - namely some files just won't download.

Overall this is an upgrade since we won't be hitting any limits and the speed seems to be much faster. Looked like 3 times faster than the last FastDL, at least for my connection! Plus it's 2 dollars less per month.
